Community Board Resolved SHCB/2016/00023

That the minutes of the Spreydon/Heathcote Community Board meeting held on Tuesday, 1 March 2016 be confirmed with an amendment to Item 3, by the inclusion of the following:

Note: It was clarified that Rik Tindall was not a member of the Sydenham Community Centre Committee.

4.1       Martyn Wooster and Arna Wahl Davies, St Martins/Opawa Toy Library

             Martyn Wooster and Arna Wahl Davies spoke  on behalf of St Martins/Opawa Toy Library and informed the Board that the group will shortly move back to the repaired premises at 65 Sandwich Road.  An event to  mark the public reopening of the St Martins/Opawa Toy Library at the site is anticipated.

That the Spreydon/Heathcote Community Board decided to:

1.              Request that staff work with the Opawa/St Martins Plunket Toy Library to explore options for support and funding in its first year at the renovated facility.

2.              Thank Martyn Wooster and Arna Wahl Davies for their deputation.

The Board considerded a Notice of Motion from Karolin Potter regarding the establishment of a register of Board members interests. 

 

With the consent of Member Potter, the notice of motion was amended by the inclusion of the words shown as underlined below:

 

That the Spreydon/Heathcote Community Board establishes a register for members to enter their "interests", including a role in any organisation, in the ward and city-wide as discussed and agreed to at the Board's Workshop on its Code of Conduct held in October 2015.

 

Explanatory Note:  This is an election year.  It is especially important that the Board members are aware of possible conflicts of interest in discussing issues before the Board, and declare such possible conflicts of interest to other members at relevant meetings.

That the Spreydon/Heathcote Community Board resolves to:

1.              Establish a register for members to enter their "interests", including a role in any organisation, in the ward and city-wide as discussed and agreed to at the Board's workshop on its Code of Conduct semianr held in October 2015.

Explanatory Note:  This is an election year.  It is especially important that the Board members are aware of possible conflicts of interest in discussing issues before the Board, and declare such possible conflicts of interest to other members at relevant meetings.

7.1       Waltham War Memorial and Pool Landscaping

The Board will be updated in due course on the progress of the Waltham War Memorial and Pool Landscaping. Accordingly, the intended briefing at this meeting did not occur.

 

8.   York Tong Place - Parking Restriction

 

The Board considered a report seeking its approval to install parking restrictions at York Tong Place.

 

 

Staff Recommendations

That the Spreydon/Heathcote Community Board:

1.         Approves that any parking restriction on the west side of York Tong Place commencing at a point 55 metres south of its intersection with Disraeli Street and extending in a southerly direction and continuing along the kerb line anti-clockwise for a distance of 97 metres be revoked.

2.         Approves that parking of vehicles be prohibited at any time on the west side of York Tong Place commencing at appoint 55 metres south of its intersection with Disraeli Street and extending in a southerly direction and continuing along the kerb line anti-clockwise for a distance of 97 metres.

Board Consideration

The Board discussed the proposed parking restrictions in York Tong Place, which if installed, would allow large vehicles, such as rubbish collection trucks, to turn around in the street.  The Traffic Engineer verified that there is sufficient off-street parking for local residents, and that the local community is largely supportive of the proposal.

That the Spreydon/Heathcote Community Board resolved to:

9.   Spreydon/Heathcote Community Board Area Report - 18 March 2016

 

The Board considered a report from the Community Governance Team including information on Board activities, community activities and events, Community Governance team activity, Board submissions, funding update and current consultation calendar.

·                PHITFest and GIVE GEAR GET GREAT - sports equipment distribution.  The Board noted this event on Easter Monday 28 March 2016 and discussed availability to distribute sports equipment.

·                Board Workshop - Review of Events  - a Workshop is planned to enable the Board and staff to review ward events.

·                Annual Plan Consultation - the Board noted the revised process for consultation on the 2016/17 Annual Plan.

·                Spreydon/Heathcote Community Garden Award Ceremony - the ceremony will be held on Wednesday 6 April 2016, 5 to 7pm.

·                Strengthening Communities and Small Grant Funding Rounds 2016/17 - the Board was updated on the funding round and the public information sessions to be held.

10.2     Pedestrian Refuge on Centaurus Road near Bowenvale Avenue intersection

 

The Board discussed the pedestrian refuge on Centaurus Road near its the intersection with Bowenvale Avenue, and noted that safety concerns had been expressed by some residents.

The Board decided to request that staff provide advice on possible safety modifications that can be made  to the pedestrian refuge on Centaurus Road near its intersection with Bowenvale Avenue.

The Board discussed the status of repair of the drain on Bowenvale Avenue.

10.5     Clarence Street South

 

The bus lanes in Clarence Street were discussed.

10.6     Motorbikes in Spreydon Domain

 

Concern was raised regarding motorbikes being ridden in Spreydon Domain, which had resulted in some confrontation.

10.7     Summit Road Society Newsletter

 

The Summit Road Society's newsletter was tabled and circulated to Board members.

10.8     90 Hoon Hay Road

 

The Board was advised of a planned picnic tea at 90 Hoon Hay Road on Saturday 19 March 2016.

10.9     Worsleys Road

 

The Board discussed issues with regard to retaining walls along Cashmere Stream on Worsleys Road.

10.10   Summit Road - Anti Social Drivers

 

The Board noted the problems with anti social driving on Summit Road.

10.11   Dyers Pass Road

 

The Board noted that staff are working to identify the source of water affecting some properties on Dyers Pass Road.

10.12   Spreydon/Heathcote Community Board - Chairperson Paul McMahon - Last Meeting

 

The Chairperson confirmed his resignation from the Board as he was taking up a new position in Wellington.  He thanked Board members and staff for their support, dedication, and hard work, and extended to the Board his best wishes for the future.
