4.    Deputations by Appointment

4.1

Akaroa Civic Trust

 

Mike Norris, Chairman of the Akaroa Civic Trust will speak to the Board regarding the activities and concerns of the Trust.

 

4.2

Steve Carswell

 

Steve Carswell will speak to the Board on the following matters:

            -          the Lime trees avenue in Cooptown

            -          Greens Point old dumping site.  

 

4.3

Le Bons Bay School

 

Jo Burleigh and Sian Carvell will speak to the Board regarding the potential future plans for the Le Bons Bay School.

 

Also in attendance in support of this deputation will be Manaia Cunningham, Carol Osgood and Garry Brittenden.

Chris Goldspink

 

Chris Goldspink wishes to provide feedback to the Board on issues raised at the French Farm community meeting to discuss Freedom Camping.

4.    Deputations by Appointment

Part B

4.1      Mac Burch - Little River Wairewa Community Trust

            Mac Burch, Chairman of the Little River Wairewa Community Trust, gave a comprehensive update to the Board on the new Birdlings Flat Community Centre.  He informed the Board that over the next two years the Trust will assist the Birdlings Flat Hall Committee in the management of the facility.  At the end of this period it is hoped that the management of the hall will be handed over to the Birdlings Flat Committee.

            Mr Burch was thanked for his deputation.

 

4.2      Rodney Laredo - Yew Cottage

            Rodney Laredo spoke to the Board regarding ideas for the use of Yew Cottage at 40 Rue Jolie, Akaroa.  He said Yew Cottage was long overdue for maintenance and he felt a local community working bee could be arranged to carry out some of the work.  He was not opposed to Yew Cottage being sold as he noted that if it was to return to private ownership then a caveat could be placed on the building to protect its heritage values.

            Mr Laredo also asked the Board if it was possible for the Council to make official contact with private owners of other heritage buildings in Akaroa that needed attention to see if they could help enhance the town by maintaining their buildings.

            It was pointed out that if privately owned buildings were classified as a Heritage building, then a Heritage Incentive Grant may be able to assist with maintenance.

            The Board decided to discuss options for the future of Yew Cottage with Property Consultancy staff.

            Mr Laredo was thanked for his deputation.

 

4.3      Charlotte Oborne and Sonya de Vries - Akaroa Playcentre

 

            Charlotte Oborne and Sonya de Vries, addressed the Board on behalf of the Akaroa Playcentre regarding the proposed rental to be charged for the Playcentre venue at the Akaroa Sports Complex.  They noted the important role of the Playcentre in the local community including being a vital support network for isolated families.

 

            The Board agreed that the Akaroa Playcentre was a very important community asset and asked that staff take into consideration the history of the Playcentre raising funds to help build the Sports Complex, when a rental charge is decided. 

 

            Mrs Oborne and Mrs de Vries were thanked for their deputation and advised that a report would be presented to the Board at a later date, at which time the Board could comment on the proposed rental.

6.1    Akaroa Playcentre

A letter had been received from the Akaroa Playcentre in support of its deputation, regarding the proposed increase of rental for the use of the Playcentre's venue.

Board Comment

        

Staff updated the Board on the proposed process regarding the structure of the Reserve Management Committees.  Board members noted that it was important that the appropriate process be in place for these Committees prior to the end of the 2013/16 electoral term so that any new structure could be applied from the beginning of the 2016/2019 term.

9.    Lease Duvauchelle A & P and Pony Club

 

Board Comment

The Board considered a report to approve a new lease to the Duvauchelle Agricultural and Pastoral Association Incorporated and the Banks Peninsula Branch of The Christchurch Pony Club at Duvauchelle Showgrounds and to recommend to Council to approve a new Deed of Lease to the Duvauchelle Agricultural and Pastoral Association Incorporated and the Banks Peninsula Branch of The Christchurch Pony Club.

 

Staff Recommendations

That the Akaroa/Wairewa Community Board under delegated authority from the Council resolve to:

1.        Grant a lease over an area of approximately 4.9130 hectares at Duvauchelle Showgrounds being comprised of Part Lot 14 DP1887 on Title CB13F/801, Part Lot 14 DP1887 on Title CB7C/1117 and Rural Section 40079 on Title CB11B/256 having a total area of 42.7444 hectares held as recreation reserve subject to the Reserves Act 1977 for 33 years broken into three terms of 11 years each with three-yearly rent reviews.

2.        Authorise the Property Consultancy Manager to negotiate, conclude and administer all further terms and conditions of the lease agreement.

It is further recommended that the Akaroa/Wairewa Community Board recommend to Council:

10.1 Akaroa/Wairewa Community Board - March Board Meeting

 

The Board was advised that due to a Community Governance Workshop that elected members were asked to attend being held on Wednesday 9 March it was suggested that the Board reschedule its meeting from 9 March to Tuesday 8 March 2016.

10.2 Freedom Camping Brochure

 

The Board was advised that Akaroa District Promotions would shortly be reprinting a brochure containing localised information for campervans and freedom campers and that Council was contributing $500 towards the cost of the reprint. 

The Board was also informed that the French Farm community was going to hold a meeting to discuss its  concerns with the problems occurring at French Farm with freedom campers.

The Akaroa/Wairewa Community Board resolved to ask staff for information regarding the replacement of sand on the Akaroa Beach including how often this is undertaken.

11.2 Duvauchelle Footpath

 

Members were advised that the footpath along the State Highway in front of the quarry at Duvauchelle was very narrow and was a concern to pedestrians.  Members also expressed disappointment that after previous meetings with New Zealand Transport Authority (NZTA) staff about state highway issues, the Board did not receive feedback or any updates on the matters discussed.

The Akaroa/Wairewa Community Board resolved to ask staff to arrange a meeting with New Zealand Transport Authority (NZTA) for an update on previous state highway matters raised and to discuss current concerns about the footpath along the State Highway in front of the quarry at Duvauchelle.

The Board has made a submission to this Bylaw and Policy Review (separately circulated).  The submission has been informally approved by the Board via email.

2.4      Terms of Reference for Peer Review of Tonkin and Taylor Report

Staff would like to discuss the format of consultation for the Terms of Reference for the Peer Review of this report.

3.   Funding Update

3.1      Board Funding Balances - A copy of the Board's Discretionary Response Fund balance as at 8 March 2016 is attached for members' information. (CB Plan Priority Action 8.1)

3.2      Strengthening Communities Funding Round 2016-17  (CB Plan Priority Action 8.1)

·    The 2016/17 Strengthening Communities Fund (SCF) will open on 15 March for applications and close on 30 April 2015.

·    For the 2016/17 Funding Round, the Small Grants Fund will be reinstated and will run alongside the SCF opening on 15 March 2015 and closing on 30 April.

·    The Discretionary Response Fund (DRF) will be as normal i.e. open 1 July and close 30 June or when expended.

·    Key Local Organisations (KLP's) from last year were awarded two year funding so don’t need to apply this year.

·    A report for consideration of Board Projects (Board Bids) will be presented to the Board in April.

4.   Community Facilities Rebuild Update

4.1      A copy of the status report for any community facilities in the Akaroa/Wairewa area, as presented to the Communities, Housing & Economic Development Committee (CHED) on 3 March 2016, is attached for member's information.

Note: there are buildings within the Heritage Programme which have returned a greater than 33% NBS value, but remain closed.  Typically within the programme, the most common reasons for these are due to deferred maintenance, damage to heritage fabric or restricted use due to stabilisation.  Members are asked to please refer to the individual status reports for the reasons why this is the case.

 

5.   Property Future Use

5.1      The Board has received a number of deputations over recent months regarding the use and future of the Council owned property at 40 Rue Jolie, Akaroa, known as Yew Cottage (or Jeanne's Cottage).  The deputations have ranged from people wanting to rent the building to some wanting a community working bee to carry out maintenance, to a suggestion that it be sold, with appropriate caveats to protect its heritage values.

 

5.2      This is a Community Board Priority Action (5.4)

 

5.3      The Board has informally discussed with staff what it needs to do to instigate a process to look at options for the future use of the cottage, including the possibility of disposal.

5.4      Staff advice to the Board was that it should request an Options Report on the future of the
property.  This would start a process to identify any possible Council use for the building and land and consultation with the Board and the public around the future of the property.  Staff would then prepare a report based on that information.

Staff Recommendation

That the Community Board request staff to prepare an Options Report on the future use of the property at 40 Rue Jolie, Akaroa.

 

6.   Community Development Advisor Update

6.1      New Birdlings Flat Community Centre

First meeting of new Birdlings Flat Hall Committee was held Thursday 25 February 2016.

Contract negotiations are being undertaken with the preferred contractor for the build. (CB Plan Priority Action 6.5)

 

6.2      Little River Wairewa Community Trust - All going well. Working with nursery to upgrade water system. (CB Plan Objective 6)

 

6.3      Okuti Valley Fire Debrief - Follow up meeting held Monday 29 February 2016. (CB Plan Objective 10)

 

6.4      Vulnerable Children's Act - Meeting set for Tuesday 22 March 2016.  All Peninsula groups that work with children will be invited. (CB Plan Objective 7)

 

6.5      Akaroa Heartlands - Meeting with staff.  Service needs are increasing.  Heartlands to work on building stronger links with partnership agencies in Christchurch.  Community Board could support by encouraging visits from partnership agencies to Akaroa.

6.6      Earthquake Memorial - Kerry Little from Heartlands organised a memorial service for the earthquakes. (CB Plan Objective 8)

 

6.7      Community Governance Newsletter - Distributed 24 February 2016.(CB Plan Priority Action 1.2)

 

6.8      Recycling Shed Little River (CB Plan Priority Action 6.3)

·    Submissions Close on 11th March for applying for use of building.

·    Panel to discuss submissions meeting on Tues 15th March 1pm.

·    Panel - Kathy Jarden, Fiona Nicol and 1 Community Board Member.

·   Building at present being cleared of bits and bobs that have built up over time

This item provides an opportunity for Board Members to update each other on recent events and/or issues of relevance and interest to the Board.

 

 

 

10.  Question Under Standing Orders

 

Any member of the local authority may at any meeting of the local authority at the appointed time, put a question to the Chairperson, or through the Chairperson of the local authority to the Chairperson of any standing or special committee, or to any officer of the local authority concerning any matter relevant to the role or functions of the local authority concerning any matter that does not appear on the agenda, nor arises from any committee report or recommendation submitted to that meeting.

 

Wherever applicable, such questions shall be in writing and handed to the Chairperson prior to the commencement of the meeting at which they are to be asked.
